Two arithmetic facts hold across every row and are worth checking against any carrier's spec sheet: tare plus payload equals maximum gross, and the internal dimensions multiply out to the stated capacity. A spec sheet where they do not is a spec sheet somebody retyped.
Enter your handling units. The planner stows them for real — largest first, into whatever free space is left, rotating only about the vertical axis because a loaded pallet does not travel on its side — and then reports which limit you hit.

How the planner works
Handling units are sorted largest first and placed into whatever free space is left, and each placement splits the space it landed in into the space to its right, the space in front of it and the space above it. Units rotate ninety degrees about the vertical axis only, because a loaded pallet does not travel on its side.
Container loading is NP-hard and this is a heuristic, so it is not a claim that no better stow exists. It is a claim that the boxes it draws genuinely fit — every one of them is at the coordinates the packer assigned it, in a real three-dimensional render with a depth buffer, not an illustration of a stow.
What to do with the answer
The last line is the one that matters. Freight is priced against whichever limit binds first, so a consignment that cubes out and a consignment that weighs out are different commercial problems even when they weigh the same. If you are weighing out in a 40ft box, ask us about twenties: they carry more payload, not less.
